The sustainability of this is ongoing funding in the form of University sponsorship of Satellite Labs to prevent and mitigate infectious disease outbreaks, where as if it were a company that did it, the longevity wouldn’t be there. ALL can be staffed with a PhD forensic pathologist (e.g., Sam Houston State University), and then that pathologist would pick their team in the form of possibly other PhD students, but you need somebody in public policy, health, management, information technology, and engineering = which means you would need civil, chemical, petroleum, mechanical, electrical, and aerospace. The aerospace team would interpret drone & sonar footage to determine where to take soil and water samples in a large body of water (e.g., Lake Livingston). Then, the last piece is someone in a security role, who could be a Texas Game Warden or retired military veteran, depending on the region.
